Job Purpose

Monitor the implementation of talent acquisition, recruitment, and Emiratization policies and strategies across government entities and the private sector, oversee related programs and digital platforms, and support training and development programs for national talent to ensure the achievement of the department’s strategic objectives in attracting talent and advancing Emiratization and replacement plans.

KEY DUTIES AND RESPONSIBILITIES:

• Monitor talent acquisition processes for highly specialized positions within government entities and oversee the end-to-end recruitment process, including job posting, sourcing, screening, assessment of candidates for hiring, and hiring procedures in accordance with the approved policies and regulations.
• Prepare and develop employment contracts and related systems and frameworks and ensure their implementation.
• Continuously update the recruitment plans for vacancies in government entities in line with the approved budget and ensure their implementation.
• Implement the operational plan in line with the approved key performance indicators (KPIs), and propose projects and initiatives within the organizational unit's area of work in accordance with best practices.
• Manage new employees orientation and induction processes and developing the related programs.
• Manage the government career portal, continuously update its database, integrate it with local and federal systems and approved recruitment platforms, and evaluate the recruitment platforms to ensure the selection of the most efficient and effective channels for attracting talent.
• Ensure the quality of centralized interviews conducted by the relevant entities.
• Ensure and promote the adoption of best recruitment practices, (such as assessment centers, job advertisements, executive search, and direct sourcing).
• Represent the DHR as a business partner to government entities, respond to inquiries related to talent acquisition procedures, centralized interviews, assessments, and monitor hiring processes through various communication channels.
• Conduct benchmarking exercises with various entities and organizations to support the continuous improvement of the department's policies and procedures.
• Implement and monitor the implementation of Emiratization and national talent recruitment policies and processes across government entities and the private sector in Ras Al Khaimah.
• Organize career fairs, forums, career guidance programs, and training courses for jobseekers in the government and private sectors.
• Monitor internships and mentoring programs for university students and jobseekers across government entities and the private sector.
• Implement work readiness programs and accredited professional certification programs for jobseekers, oversee the performance of service providers, and ensure their compliance with the contractual terms and conditions.
• Manage the Emiratization plan and oversee the implementation of partnership agreements and initiatives with federal government entities, the private sector, in cooperation with NAFIS Program, the Ministry of Human Resources and Emiratization, and educational institutions to achieve the Emiratization objectives.
• Monitor and support government entities’ Emiratization and replacement plans in line with the relevant strategic indicators and priorities.
• Deliver workshops to enable HR units in government entities to understand the organizational unit's initiatives and policies.
• Liaise and coordinate with external entities to obtain workforce data and statistics, and provide the required statistical data to the relevant official authorities in the UAE.

Qualifications

Education

Bachelor’s degree in human resources, business, or any other relevant discipline.

Experience

3–6 Years
